A slim journal bound in dark blue leather, bearing the silver seal of MACUSA on its cover — cracked, as though someone once tried to break it open by force. Found in The Hidden Library.

Inside, the pages detail an internal investigation into an unauthorized magical operation conducted on the Isle of Skye, Scotland, by an American Auror named Declan Figgins. The report describes how Figgins was dispatched to Britain to track a dangerous magical fugitive but went off-mission, entering into a relationship with a local witch of "considerable and unusual ability" whose name is redacted throughout. When MACUSA discovered the affair, they recalled him immediately. He resisted, but ultimately returned to the States. An entry dated November 1992 notes: "Subject returned to duty. Affair terminated. The witch has been allowed to remain on Skye on condition of permanent silence."

A later section, appended in 1996, is stamped CASE CLOSED — SUBJECT DECEASED. It notes that Figgins had been working undercover against dark wizard cells in the United States when his cover was compromised. He fled the country and was found dead in Britain three weeks later. Cause of death: dark magic. A small addendum, in different handwriting, reads: "The child is not our concern."
