Description
A tall, austere man in his fifties, expensively but soberly robed, with light-brown hair going silver at the temples and swept straight back. He has pale, cool eyes, a hard set to his mouth, and a heavy Noxley signet ring he turns on his finger when he is thinking.
Personality
Proud, precise, and sharp-tongued. Otto gets his quick temper and his cutting remarks from his father, though Arthur wields them with a control Otto never learned. He speaks, openly and without heat, of old families like his as the natural stewards of wizarding society, and frames it all as plain common sense.
Background
Otto's father and the head of the Noxley line, whose fortune was built on the house-elf trade. Otto loves him in the complicated way of a son who resents almost everything he stands for. Arthur is a fixture of respectable pure-blood society and a "patron of magical heritage."
Story
The party spent the summer of Session 15 - The Party at Noxley Hall under his roof, where he caught them in his study, warmed to Otto's feigned interest in the family trade, and was later seen handing a red diamond to Edward Floo.
